Enlarging a saved picture

Hmmm, i have scanned a pic onto my laptop and was wondering if anyone knows how i enlarge it and save it as the new enlarged size.
I can enlarge it on screen, but it just goes back to normal view size afterwards.
Basically, there is a class of people on the pic and they are hard to see. I wanna enlarge it so that they can be seen more clearly.

The image will open in this program and you need to look at the top of the screen to get some facts - mainly, you will see a little drop-down box displaying the percentage at which the picture is sized on the screen. So, if for example it says 36%, it means that if expanded to 100% of its size, your image is about 3 times bigger than what you see.
If you use the sliding zoom bar you can zoom in on your picture steadily and look at the detail.

all browsers and viewers do their best to display the whole picture - if what lil says is the case (I suspect it is)
you want a keyhole display - and that's actually quite unusual (they used to do this sort of thing in game shows and comics - guess the object)
still with lil's theory A.G's suggestion won't work because however big the pikkie is - the viewer will fit it into the screen.
if the picture is actually displaying at 100% and not filling the screen - you'd be better re-scanning if possible - you can't magic up detail - you'll just make the imperfections bigger

OK it's taken a while but I understand what you want to do now!!
You don't want to enlarge the picture, you want to crop the picture so "the picture" becomes just part of the original
On most graphics software look for a tool button that looks like a dotted rectangle, click that and then use the mouse to draw a rectangle over the area you want to "enlarge". Once you are happy with the area you have selected click on the edit menu and select copy.
Then click on the edit menu again and select paste, hopefully you should then have the option to "paste as new image" select that and click!
If that brings up the picture as you want to see it then save it and thats your new picture

This is a good site for cropping and enlarging but as has been pointed out, if the resolution isn't so high, that can't be helped with this kind of tool.
If you've just plonked the picture on the scanner deck and scanned it, go back to the beginning and see if you can re-scan the image at the maximum resolution. there will probably be an option in the software to scan at 600 or higher DPI. The higher the better. The scan may take quite a while like 90 seconds or so.
