So long as it is a non copyrighted dvd ( such as one that you've made rather than a film ) you can use dvd shrink to extract the files onto your computer's hdd.

Then use mpegstreamclip to convert the vob files to mpeg4

Or you can use Quick Media Converter to go directly from dvd to flv
