C:\WINDOWS\Temporary Internet Files\Content.IE5\index.dat

I have deleted all the Temporary Internet Files except one the system will not allow me to delete and that is C:\WINDOWS\Temporary Internet Files\Content.IE5\index.dat. This Dat File is an Archive File of 2.23MB.
When I try to read what's in the file I get the message: "The document C:\WINDOWS\Temporary Internet Files\Content.IE5\index.dat is in use by another application and cannot be accessed." The problem is I can't figure out what other application is using this file.
When I try to delete the 2.23 MB Dat Archive File I get the message: "Cannot delete index: Access is denied. Make sure the disk is not full or write-protected and that the file is not currently in use." If I have deleted all the Temporary Internet Files then what could be using this index.dat file? Can this Dat File be deleted? If it can, then how do I delete it and if it can't be deleated, then what is the reason?

the index dat file gets bigger everytime you go online as it compiles a record of everywhere you g. it starts of about 32kb ...
heres my solution
create a text file and type in the following:
[Rename]
DIRNUL=C:\TEMP
DIRNUL=C:\WINDOWS\HISTORY
DIRNUL=C:\WINDOWS\TEMP
DIRNUL=C:\WINDOWS\TEMPOR~1
DIRNUL=C:\WINDOWS\COOKIES
save this file as WININIT.INI somewhere then copy this file to C:\WINDOWS
reboot, you should see updating system files message..
all those folders will have been deleted and recreated with the index.dat cleaned up and all your history cookies etc as well....
