I have used P S P for a long time but find one thing very annoying every few actions. I can not continue until I merge the layers. Being as I don't want to be working on a particular layer how can I disable the layer facility until I actually need it?

you can't

if you mix picture types .. vector and bitmap
(photo - shapes and text) they must appear in seperate layers ... because they are different
a jpg describes the picture as a series of dots ...
a vector image is a formula ..
"draw a line 2 cm long at an angle of 36 degrees"
so the two can't mix

when you merge - you convert the vector info into dots
