Do exist decoders programm for watching tv in a PC? are they legal? How they are?

To watch TV on yr pc, youll need a TV card, which arnt illegal.

There are generally several different flavours of card (also external USB devices which do the same job)

Those for watching Digital Terrestrial (Freeview), those for watching Digital Satellite and those for watching regular analogue TV.

You do of course need a TV licence if in the UK.
