Vauxhall electronic steering column module

Hi, can anyone tell me what does a electronic steering column module do, and is there only one type. My Vauxhall dealer tells me because I cannot always start the car, the module dosent recognise it and it needs to be replaced, at a cost of �400. as the part costs �280. Am Ibeing ripped off
