I have an old white home hub that works when ever it wants, when i renewed my contract with them i complained about the lack of reliability and they sent me a new black one and this is worse, if i cant get connected i have to switch the home hub off and back on wait a few mins then it starts working, i might have to do this several times a day all the ligts are on and it is always connected and left turned on, the phone always works even if the internet wont connect
I have found that if i hit the white one hard enough in frustration it works LOL

are you sure its the hub? BT are notorious for line drops and poor broadband speed despite the "up to 8mb" advert
if the line tests OK sounds like the levels are down

you need to connect to the socket where the outside wires come into the house with ALL the internal wiring
if you have an NTE5 ...

just unscrew the lower front and use the test socket behind
this makes sure the rest of the house is disconnected (you can plug a "real" phone into the filter when you are sure all's well.

to be certain you need to leave it like this for a couple of days.

if it's still iffy ... you can argue that it's faulty to
