According to the above web page, game #1941 can be considered as the
"hardest" solvable game. Well, I believe it's true because I've tried
couple of hours but still couldn't solve it. Later, I followed the
solution and solved the game #1941. In fact, after 20 moves, you don't
really need to exactly the moves described in the solution.

Yes. All of the Microsoft games are possible, apart from 11892 and the two "easter egg" games.

Correction, it's 11982 that's impossible, not 11892. Typo on my part - I actually have the number of the impossible game as part of my email address, so I should know it!
