I got a text from an old friend in Holland and I tried to reply to it but couldnt... it starts with +316 do I need any numbers before that

Netherlands phone numbers are accessed from UK phones by dialling 00 (to access the international exchange) and then 31 (to route the call to the Netherlands).

When dialling from a mobile phone you can normally replace 00 with + (The idea is that + will work in any country, irrespective of what the international access code is in that country). So I would have expected +31 to work on your phone. Since it doesn't, try sending a text to the number which is displayed on your phone, but replacing + with 00.

The Key+ normally replaces the required internation access code from whatever country you are calling from.
This key when dialing is usually held slightly longer than pressing a normal number, but if it is listed in your 'phone book' or showing as a 'received call number' .This should access automaticaly. Most (if not all) of the mobiles in The Netherlands start with just a '6' after the country code. There should be another eight digits after the '6'. it is worth triying the 00316 incase your phone doesn't recognise the key+
