Note that the specs are somewhat out of date and most laptops/notebooks now come with more RAM, faster processors and more HDD storage, but this will give you some idea on what specs you need to look at for your personal needs.

basic rule of thumb is a 600 machine is faster than a 400 - all 400 machines are the same speed.
(big generalisation ... but almost true)
works for both desktops and laptops ... but not laptop to desktop
far better is set a budget ... go for a known make
Look at a couple of pc mags ... see what they think
numbers normally relate to size or speed
a 160Gb disk is smaller than a 250
3Gb of ram is better than 1Gb
basic is less featured than ultimate
quad is faster than duo
but if you have 400 to spend know you want either a lappy or a desktop ... the only question is dell, hp or whatever

Not sure if this is what you`re looking for, but in the following example the processor speed is the 2.16 GHz .
The ram is the memory.
This example is the minimum I would be looking for in a new laptop.
If you`re buying a laptop with vista installed, don`t go for vista home, go for premium.
Processor - Intel Celeron 585 / 2.16 GHz
RAM - 2 GB (installed) / 4 GB (max) - DDR2 SDRAM - 667 MHz
-
Hard Drive - 160 GB - Serial ATA-150
Operating System - Microsoft Windows Vista Home Premium
Screen - 15.4' TFT 1280 x 800 ( WXGA ) - TruBrite
Optical Drive - DVDRW (R DL) / DVD-RAM
Graphics - Intel GMA 4500M
Bluetooth - No
Notebook Camera - Integrated
