My neighbour has a wireless connection, which is working, from a laptop. He can chat to people on MSN but the computer cannot access any webpages or sites with IE.

Any ideas where I should look for a solution?

Click Tools/Internet Options
On the connection tag, ensure that it's set to connect via the LAN and not via a dial-up or any other connection.
