For more on marking an answer as the "Best Answer", please visit our FAQ.I think what you do is go to C:\Documents and Settings\All Users\Start Menu\Programs and create your new folders. These then appear on the Start menu.
In XP (and maybe other Windows operating systems) you can then drag programs straight from the start menu into the new folders (grab each item by holding down the left mouse button then dragging it onto the new folder, then when the new folder menu expands to the right, drop it there). Worked on mine anyway.
