I'm moving from one office in a shared building to another which it actually right next door it already has phone lines and the last people just moved out in May.

So I phoned up BT and they checked the lines and said sorry they are disconnected them, that will be �106 a line to reconnect. The first guy I rang to check the numbers hung up on me so how do I know they haven't just disconnected them when I rang about them, I didnt get chance to check for a dial tone until now (a couple of hours after the first call to them.) Surely that is enough time for them to disconnect and then they can charge me a reconnection fee, of �212 for my two lines. They said its cheaper if I sign up to upto 5 year contract with them.

Is this normal. They said the line was cancelled in April but the business didnt move out until early May?? And surely it is just a flick of a switch thing?

isn't that just business?

it doesn't matter what's involved - providing X costs �Y
they might have to lay cables to get there

or it might just be pressing a button - either way that's the price.
