Recently passed several wind turbines turned off, even though it was very windy. Who turns them off, and why?

depends how windy very windy was - they shut down over certain speed to stop them shaking to bits
and if they don't stop them when it's very windy (or the brakes fail)

The National grid is sometimes at maximun capacity and needs no further input , so shutting down the extra generators is a good idea.
