Because it makes the TV set appear larger than it is.

25 inch seems larger than saying 20 x 15 inch. It's all about selling the thing.

also because all TV used to be the same aspect ration (4:3) so there was no need to quote 2 dimensions for it, one single diagonal dimension told you everything you needed to know.

Now you need to know the diagonal size and the aspect ratio (4:3 or 16:9)
