Alt+ codes in Windows Explorer

I keep rebooting and trying everything I can think of to get WE to recognize Alt+ codes so that I can use a wider range of alphanumerics in file names. This has been possible ever since W95 came in, but now I have to enter them in txt or rtf and copy them. What on earth can have caused this behaviour (or non-behvaiour)?
