First the text for thepage is downloaded, then that names other files, e.g. the graphics, which all need to be downloaded, so the browser initiates that download. Sometimes they just 'timeout', i.e. it takes too long and the browser gives up.
Try pressing the refresh button.
The problem you report is more common on dial-up - and getting more common -as webdesigners assume everyon is on broadband and use bigger and bigger files.
If you can't see any images at all then (in Internet Explorer at least) click :
Tools -> Internet Options -> Advanced
Near the bottom, under "Multimedia", check the boxes that relate to showing pictures.
