Can someone tell if i can safely remove these programs?

they were already on my computer when i got it, and i have no idea what some of them are, and to my knowledge i dont use them.

So even though YOU might not use them, a program you might use DOES use them.
For example MS SQL Server is a database product where data is held. Another product may well use MS SQL Server to hold data it requires.
Uninstalling a few programs is not going to save you much disk space if that is what you are worried about.
Stopping programs starting in the first place (when the computer starts up) may make your PC go faster so that is worth doing.
As a general rule, if you dont know what a program is DONT uninstal it. If you do it may stop your computer working and it could take ages (and cost a lot of money) to get it working again.

btw Most (if not all) the programs that begin MS in the list above will be Microsoft and are almost certain required for Windows to work properly (or a component of Windows to work properly).
