Go to Control Panel, click Bluetooth/My devices & tick box for Bluetooth. OR

Go to Start, Help & Support, type in Bluetooth for set-up instructions. The wizard will take you though. n.b. you are asked to give your Bluetooth a name - anything will do; the name is for a recipient to recognise.
