scrolling on a page

I turn on my p.c. and went on internet and when I came to scroll down the page it went in waves (nearest thing I can discribe it) I ask a friend ( but not the audiance ) he told me to go to the tools then to internet options and find advance and see if the box for use smooth scrolling was ticked it is but I wondered if anyone had any more ideas

Re install your graphics drivers. This normally happens when these arnt installed properly
