It is used in reference to the technological haves and have nots in a society. There are those with access, ability and knowledge to use information technology such as the internet, personal computing and business computing and there are thos wo do not due to lack of service (e.g. no boradband internet access), financial inability (not everybody can afford a PC) or lack of education.
