Freeview Signal Strength vs Signal Quality?

I've noticed that sometimes our Freeview picture flickers and at certain times can be unwatchable. I was looking through the set up and I noticed that for different groups of channels it shows two different bars, one called signal strength and the other signal quality.
What I notice is that the Signal Quality is always up around 95%-100% but the Signal Strength varies from 2%-60%. What is the difference between these two and why is it that the Signal Strength can be so low when the Signal Quality is so high?

The ratio of 'good' signals to 'rubbish' ones determines the 'quality' of the signal.

Thanks Chris I'll read that now in a mo. I've got the aerial split 3 ways and what I notice is that the signal/strength varies between the 3 different set top boxes or tvs. I split it using a box I found on a site once. I did try a distributor thing from Argos one time but it gave a grainy picture which I was lead to believe was caused by the fact that the signal was too strong coming out of it.
