laptop connected to the net...but cant open pages...

my mini laptop connects to the internet, but wont let me actually view any pages...
i am on a 7" one on windows CE...and it says it is connected, the wireless icon says its connected but when i click on IE, it just says it cannot open it...net messeenger wont work either...
something about a DNS error ...?
any ideas? is this a setting i need to change to make it work...it came with these settings an i was told it would instantly go online (though it was tested in hong kong)

yes its connecting to the router i assume but also its my neighbours account, they have given us passwords and permission, but when i use my normal laptop - like now it works fine...so the prob is not with the router...

You could try putting the openDNS IP addresses (from http://www.opendns.com/) into your DNS settings and seeing if that helps. (Or use any other DNS addresses you know to be safe to use.)
It could be that your neighbours have set up their network with MAC filtering, in which case you'd need to tell them the MAC address of your netbook in order for it to be able to access their network.
Without seeing it it's a bit hard to know...
