It's technically a breach of copyright but it's a bit like keeping a recording of a TV programme after you've watched it once (which is also a breach of copyright law). i.e. nobody is going to bother about it.

The only exception would be if someone was selling ringtones derived from Youtube videos. Then the copyright owners would probably seek to take action against the trader.
