At the moment to connect I click on a Desktop icon for my connection. So doing what you suggest, does that mean only me clicking on that icon would be able to access the computer and any external source would be unable to connect.
Once the connection is made (regardless of if you initiate it manually by clicking the icon on the desktop, or if it is made automatically) anything on your computer will be able to use that connection.
To be honest though, unless you have a very limited download cap on your broadband and you are worried about exceeding that I'd just let it connect automatically whenever it wants to.

No outside source will be able to trigger your computer going online.
Anything running on your computer can trigger the connection, including windows updates, any other software updates (adobe and apple are two common ones)
Also any software like the MSN chat client can trigger the connection if it's set to login at startup.
Basically anything that wants an internet connection.
