how to get into dell partition

hello there my pc has crashed either due to virus or powercut it seems to have effected the os. I cannot get into safe mode. I need to try and get my os back but do not have a disk. Its a dell which is supposed to have a partition I need to reinstall the os but keep the documents on the pc I have been informed that there is a chance there is an option in the partition which could do this but can't find any info on how to get into the partition.

Anyone have experience of dell partitions please?

I believe you press Ctrl + F11. You must do it as soon as you switch on
