I have heard there are devices that are used in ships engine rooms or on planes etc to create "quite areas" by some kind of noise cancellation. I found this site:

Anyone know more about this? I mean is there a version available for home use so you can create quiet areas say in the bedroom if you work nights and want to get some sleep or if you don't want to be able to hear music from next door?

Bose do noise cancellation headphones.
I would have thought that a lot of the problem with noisy neighbours/flat mates playing their hard house/techno etc etc at ear-splitting levels would also be the vibrations it causes, which I would imagine that noise-cancelling 'phones can't do anything about.
On a related matter, and not answering the original question at all, car manufacturers are looking into having the car stereo play noise cancelling noise to cancel out engine and road noise.
in the event anyone is interested noise cancellation is based on capturing the noise and playing it back but with oposite polarity so the two same but oposite sounds anull oneanother
