Very fine fuzininess on monitor

Any idea what this could be? it only started after we formatted the hard drive. it doesn't really affect the picture to any degree but you see the fuzziness traveling horizontally across the screen, covering the whole screen.
prev iTunes movie rental stopped playing.

Have you installed the correct drivers for your graphics card, and if it's a flat screen monitor are you running it in the optimal resolution.?
