Faint horizontal lines (& top slice of icons repeated) at bottom of screen

For a period of time I have noticed faint horizontal lines across the bottom of my laptop screen. I now realise that what is flashing at the bottom of my screen is what I can see at the top 1/8 inch of my screen (top slice of all icons at the top of my desktop). I can't understand what’s happened as I haven’t changed anything or downloaded anything.

The lines are beginning to actually obstruct the taksbar - can anyone help me. I have tried to restore to an earlier date but I can only go back about a week. I am using Vista Home Premium.

I think that is a hardware (screen) problem, not a software problem.
I suppose there is a faint chance it is caused by the display drivers .. but if this gradually got worse, and was not like it before last graphic driver update, if I were you I would take it to a decent PC repair place.

What laptop is it? (and model)
Display Drivers? Control Panel/System/Hardware/Device Manager/Display Adapters/ .. Click first in any list and under Driver Tab you need driver details and version/name.

I reckon it is the screen.
Pop it to a local repairer's to see what they think. Sorry .. No easy answer without lot's of fiddling with drivers, testing, etc.
