why do jpegs look so crap on my laptop, and much better on a desktop?

A simple case of the graphic card is better i'd have thought....

Whats the spec's? you'll find the screen res is better on your PC/Mac than a slightly old lappy.........If the lappy's fairly new just check your settings.

Many (even quite recent) laptop displays are not capable of great colour depth, so that even if you have a good video card, setting the colour depth greater than (say) 256 colours has no effect. - but it's still worth trying.

If you're lucky and have quite a good laptop monitor (capable of, say, 1280x960 resolution or preferably 1600x1200) and at least 16-bit colour depth, then the problem may just be down to poor monitor calibration.  It would help if you could more accurately describe the way in which your JPEGs look worse on your laptop than on your desktop monitor.  For example, they are too dark, there aren't enough colours, everything looks kind of purple...

And is it just your JPEGs that are looking shabby, or does the problem extend to all your picture files, or perhaps everything your laptop displays?  In the meanwhile, try these free programs that help calibrate your monitor: PowerStrip and this CRT alignment tool.
