Just the one drive?
If you uninstalled in Device Manager, rebooted and let Windows find and install again .. and that is not working ..
Last thing to check before substituting drive is to check the properties in SATA/IDE controllers for DMA settings(if there) and make sure NOT set to PIO mode.
After that, swap the drive.

Have a look at settings there to see is it 'can' be changed. Some cannot.
