I am ringing a landline in america from my Tmobile pay as you go phone does it cost them to receive the call??

I don't think there'd be a charge to a land line in America. There would be a charge only if they call you.

Now that I know that it's a landline which you're calling, the Tesco International Calling Card is probably your best bet:
