I would have thought it depends on who your provider is ansd whether they can (most do I think) but the big question is why bother??? Is it such a hardship swiping a card or buying a voucher every couple of months?
Not sure if DD is an option, but you can top up a mobile using a debit card by registering the card to your mobile and dialling the appropriate number when you need a top up.
I pay monthly DD on my pay as you go with Virgin Mobile. My usual bill is about £1.20 and I've had zero bills sometimes.
