Printing photos

I have lots of photos which I want to insert into a document for an essay. Rather than just inserting them into Word, which I've had problems with before, is there anything in Publisher, or another application I can use which will set out the photos nicely for me, and I can write about them underneath? They only need to be small pictures- maybe 3" square?
