Just looking at the first two pages of results for reports from the UK shows such false alarms have occurred in Hyde, Gateshead, Darlington, Sutton, St Helens . . . etc, etc.
There have been plenty of similar reports here in Suffolk too. e.g. the police were alerted when a man was seen driving his car slowly behind a child on his bike. It turned out to be the boy's father who was watching him carefully as he cycled on the road for the first time in his life.
