In pre-internet days, almost every country in the world had a tourist office, open to the public, in London. Now that almost everyone uses the internet to find travel information though, they've almost all closed down. So it is with the (publicly accessible) German tourist office that used to be in London.

The address given by Mamya is indeed the correct one for the German National Tourist Office in London but 'office' is exactly what it is. i.e. it's rented space, in a building occupied by many other businesses as well, from which campaigns promoting tourism within Germany are organised. It is NOT a facility which is open to the public.
