India - visa

I know I need a visa to travel to India but if I am just going for a holiday do I need to fill in the 2 Indian references required as well as the 2 UK ones?

These are only emergency contacts not actual referees like its worded. When I applied for my Visa a few years ago I only filled in the two UK ones, and my visa came through fine.
