I don't think anyone will have the totally correct answer here but help and advise needed !!!!!!!! simple outline = moved abroad 9 yrs ago didn't inform DVLA hired a car last week from uk to be informed that photo licence ran out last year however didn't matter to hire car because paper licence ok, went to post office for form for renewal etc and now not sure what to do ie false address, reason why not done earlier etc etc ( plus the 1000£ fine hasn't helped) do we risk it with a family members address (maybe making out we have just moved back) or try and get a spanish one which again i think matters that its already run out plus they inform DVLA anyway and the main problem with that is you can't hire a car until you have had the new licence for 12 months........... what to do??????

So you've been driving illegally abroad for years?
Just tell them you just moved there permanently after travelling.
whats hard about it - (i) where are you residing in the UK, even if temporarily (ii) that you were out of the UK - I was overseas and had zippo issue in getting the new licence and they had it to me within a week of submission - and no issue with carhire.

Have used my foreign DL with the police though, it works wonders.

no not driving illegally, valid licence until 2031 its just the foto id that i didn't realize had run out of date and had to be updated until last month and i thought it would be easy just to renew, but the forms are scary i don't want to make any false allegations i think im just gonna have to go through the rigmarole of changing it to spanish and go back to borrowing a car for a year on my visits back.
can't you renew your photocard license even though you live abrord? You are qualified to drive in this country until 2031 anyway, have you spoken to the dvla to ask how they deal with this scenario, you won't be unique
Plus if I were you I would buy a car rather than hire one if you are here for 12 months. You'll need to insure it and have the log book in your nme and address but that would make it legal.

cheers Dotty my Husband said to ring DVLA also so maybe i will give that a try and regards hiring a car we come back for a week at a time prob 2/3 a year we usually get picked up etc then borrow someones car but last week we decided to hire our own and it was so much better lol
