Could they turn the Eiffel Tower into a tower drop?

Not sure if this is the right area, but will ask it all the same. Some years ago when the Victorians were busy inventing useless things they had a plan to convert the Eiffel Tower into a tower drop. They were going to dig a huge wine-glass shaped pool at the bottom, and then build a bobbin shaped capsule for about 10 people. This was then to be winched up by a rope, and then dropped free fall into the pool of water. This would be faster than a modern day tower drop, but was never built.

Has anyone else heard of this scheme, and if so can I see pictures of this plan online?
