mobile phone calks from abroad

I have a contract phone and recently began taking phone calls from a friend abroad. They live in Belgium. They call me from mainly their mobile phone or sometimes from their landline, to my mobile phone. Obviously the call will cost them, but I recall somewhere hearing that the recipient also pays as it has to go through different providers. Is this correct? I have tried to call Orange, my provider, to ask but get the usual dial 1 for this dial 2 for that option, never getting to speak to anyone to ask. Does anyone know ? Thanks

I`m pretty sure you only pay when you take your mobile abroad and receive calls.

iPhones or Android phones have the Skype app which lets you call over the internet for free (or very cheaply).

In the UK the only reason a recipient would pay some of the call would be if they travelled abroad. That is because it isn't fair to the caller to get lumbered with an international call simply because you roamed away from your home network.

(Prior agreements with your supplier to pay for incoming calls excepted of course.)
