If it turns out to be a new application (which is what I suspect), please don't pay a doctor or solicitor for their signature - any 'good, upstanding citizen' will do nicely.
It is a renewal , you can not apply for a completely new one.
The photos will have to be witnessed again just like a new one. Only consolation is that it is cheaper and you do not have to go for an interview. All new applicants now have to attend an interview at the passport office to be certain you are who you say you are.
jumbo. Anyone who has EVER had a passport
(even 50 years ago or more) can only apply for a renewal. Only those who have NEVER held a passport have to go for a new application. This applies even if you have changed your name , married, divorced or even had a sex change it is still only a renewal. I have just renewed mine the last one expired 35 years ago.
dzug2 even if you have lost your passport or had it stolen you still get a renewal NOT a new application.
You DO NOT have to have the old one to get a renewal although it makes the process quicker.
