Can some one explain Fl.oz?

I have noticed on our kitchen scales that we can weigh fluid ounces, we also have fluid ounces on our measuring jug.
I was under the impression that fluid oz was a measurement of mass rather than weight.
If I measure out 10 fluid oz of rice and 10 fluid oz of water, the mass would be the same but if I then weigh them both the weight would be different.
Im confused.

For water 1 fl oz does actually weigh 1 oz
("The imperial fluid ounce is equivalent to the volume occupied by 1 imperial ounce of water weighed in air at 62 °F")
So for a denser liquid (eg sugar syrup) 1 fl oz will weigh more than 1 oz, but for a lighter liquid (eg petrol) 1 fl oz will weigh less than 1 oz.
