All of Germany is on Central European Time (or, at the moment, Central European Summer Time). i.e. 1 hour ahead of the UK.

actually i don't know the city - the number i want to call begins 0049-521 is that likely to be a mobile or landline?

00 is the international dialling code from the UK.

49 is the code for Germany.

As with dialling numbers in the UK (from abroad) the first 0 is omitted. So (in Germany) the actual number begins with 0521 which, according to Wikipedia, is a mobile number. (Lycamobile, using the Vodafone network):
