I know they're allowed 10kg baggage, but are they allowed a carry on allowance too? I can't see any info regarding infants on the website :/

Since the wording on the website refers to 'each passenger' (without any caveats) I would assume that infants get the same allowance but I would still suggest phoning 020 8961 6993 to check.

Singapore Airlines - Infants are permitted 10 kgs of luggage, In addition, a fully collapsible stroller or pushchair or carry-cot may be checked in without charge.
