Carry Ons And Checked In Bag When Journey Involves Change Of Carrier From Delta To Flybe

I am very familiar with journeys that involve changing planes but so far its always been from Delta to Delta and I do not even see my checked in bags until I get to my final destination. In January I am flying from Grand Cayman to Cardiff. Cayman to Atlanta and Atlanta to Dusseldorf are both Delta flights and I am very familiar with what happens, computer bag and small case in the cabin and free checked in bag up to 51 lbs, but when I get to Dusseldorf I change to Flybe for the flight to Cardiff. Does this mean I must comply with Flybe's no computer bag as well as small case in the cabin and will I have to pay for my checked in bag?
