The Russian Embassy has outsourced visa applications to VFS Global. Their website states:
". . . from 10 December 2014 all applicants who wish to apply for a Russian visa should do so in person at the Russian Visa Application Centres in London and Edinburgh, otherwise applications cannot be accepted. In the event of refusal to undergo biometric procedure, the applicant will not be issued a visa"
The 'biometric procedure' in that quote refers to having your fingerprints taken, which is why all applicants MUST attend either the VFS building in London or the one in Edinburgh.

Re DocHH's post:
I'd be wary of using any external agency, as they tend to charge you for doing what you can do yourself (and don't provide any additional benefits).
I based my post upon following links from the website of the Russian Embassy:
https:/ /www.ru semb.or g.uk/vi sa/
Assuming that you're seeking a tourist visa (rather than, say, a business one), that takes you here:
http:// ru.vfsg lobal.c o.uk/to urist.h tml
(Clicking on 'How to Apply', and then on 'Biometric Submission', leads to the quote I provided above)
