I know I’m being thick, but the two statements seem to contradict each other. The hotel is in the public area, but I don’t need to go through customs. It can’t be both??

Simply imagine that you're meeting someone off an internationa l flight. Where you'll wait for them is the 'public area of the Internationa l Arrivals section' and that's where the entrance to Yotel is located.
