It probably is being rigged, but only in the sense that all such contests are rigged.

Politics and dirty tricks are comfortable bedfellows, those in power will use that power to sway the vote their way.

It's always happened - how else could you explain a professional back-bench agitator with no real experience of either the world or politics, getting elected as leader, and subsequently annihilating the party's chances of victory in an election.
