Just before lockdown I was landscaping my front garden and chose some large stones from a company in Wales to complete. Although the lockdown in England has eased somewhat for me to make a daily journey it is my understanding that I am still unable to cross the border as the Welsh Government have different rules at the moment. Am I right ? I don't want to do a 'Dominic Cummings'.

I wouldn't worry about it. My son has been back and forth to England (working) throughout the pandemic.
Why not call the Welsh company you are purchasing from to ask if they are still allowed customers ?

Oh I have called. They say they are receiving customers as long as we socially distance. But they want the sale and payment I guess. If I get pulled over by the local police, will they see it the same way?
I don't think they will bother you. Just tell them the truth, you have a justified reason for your journey.
If they don't then you can agree to follow their instructions to return and most likely avoid any fine. Just don't try to outrun them nor say you're justified because the bread is a few pence cheaper in Wales.
Pay the extra and have the stones delivered!
