For more on marking an answer as the "Best Answer", please visit our FAQ.If the air operator cancels the flight you have rights to a full refund and perhaps, depending on circumstances, also to compensation and that is irrespective of any insurance. This is EU law as adopted by the UK and will apply to all flights to/from the UK until the end of this year. If you decide not to travel and the flight actually goes then you are not entitled to anything under EU law but you may do if you are insured, again depending on circumstances.
From the Welsh Government site,
"I’ve booked a holiday abroad in the coming weeks – can I still go?
No. We know this will be disappointing but travelling out of Caerphilly County Borough Council area for a holiday is not one of the permitted reasons under the regulations. The regulations are in place to protect you and your loved ones from coronavirus and to prevent the onward spread of the virus to other areas of Wales, the UK and other countries.
If you have pre-booked – and paid for a holiday – we would advise you to contact the travel agent or travel company to discuss the current situation in Caerphilly County Borough Council area and the restrictions which have been put in place by the Welsh Government to restrict non-essential travel. You should also contact your travel insurer to discuss the situation – while many insurers have designed policies with coronavirus exclusion clauses, some annual policies may cover this situation."
